Tokyo, 1940. Tetsuko, nicknamed Totto-Chan, is a curious, cheerful little girl who talks a lot and can't keep still! Her teacher, who finds her too boisterous, ends up sending her home. Fortunately, Tomoe School welcomes her with open arms: everything is different there? and much better!
Totto-Chan quickly finds her place among her new classmates and meets Yasuaki, a little boy with polio who quickly becomes her friend. As we follow Totto-Chan's daily life, Japan gradually sinks into war, and the little girl discovers a harsh reality.
